RG is part of the identity card number, need not be translated

I think I once heard that RG was someone's initials, the man for whom the institution that used to hand out the identity document was named.

RG IS ALSO THE ABBREVIATION OF THE STATE OF RIO GRANDE DO SUL

I know that the question has been awarded, and this is only another possibility. If the initials RG come after the name of a city, then probably RG stands for Río Grande.
