"room to negotiate" is usually used, as in, "there is no room to negotiate" or "there is no room for negotiation"

little flexibility to negotiate /little negotiating ability

"Cintura" does not refer to room to negotiate, but rather to the party's ability to be flexible and find common ground without compromising too much. I´m sure there´s a better, more colloquial expression than mine, so listen to native speakers, but this is the idea.

He´s not up to negotiation.

In the sense of "no da la talla". Hasn´t got what it takes.
