This is part of an exercise in a refresher course within a company. The character is entering info into a timecard. I was going to translate "overhead code" as "código de gastos generales", but "recording his overhead time" makes me wonder...
"...He tries to enter four hours work to an overhead code, but receives a message saying that the overhead code is closed. He feels frustrated because he is sure Dmitri told him there would be a code to which he could record his work and that this was the right code..."
(Basically, the guy is then told by his supervisor to enter the time spent on a task into another project because they're coming short of their quoteand there's still money there. It's obviously an exercise to do with ethics...)

Tu propuesta me parece correcta. Tal vez se podría tb. poner algo así como "horas de trabajo no retribuíble/no facturable" (pues el empleado sí trabaja, solo que no puede repercutir ese trabajo en el cliente). Saludos :)
An ‘overhead code’ is a code entered in a (Company Name) timecard for tasks performed by an employee that cannot be charged to a particular client (this might be thought of as a ‘non-billable’ code).
‘Overhead time’ time is time spent by a (Company Name) employee performing tasks that cannot be charged to a particular client and is accounted for in a (Company Name) timecard by entering the applicable ‘overhead code’ (this might be thought of as ‘non-billable’ time). ‘Overhead time’ can be contrasted with time spent on ‘reimbursable’ tasks that can be charged to clients.
As a result, I think "horas no facturables" sounds to me like the best option.
