In Spanish building agreements if is customary to may one of a series of payments "al cubrir aguas", that is, when the water supply is connected and all plumbing fixtures are in place so that water can be used in taps, etc.

finishing the roof
cubrir aguas= finishing the roof. Why? because most roofs are " a dos aguas", meaning that they slope two different ways to let the water run off. This is a major construction milestone, and in Spain, they traditionally put a flag on the rooftop at that point.

Comment: "You are more than right. I must apologise for my error in presenting the question. The problem was that (despite being Spanish) I was mixed up about the meaning of "cubrir aguas" in Spain. I have now confirmed that it refers to covering the building against rainwater "terminar la cubierta" = "finishing the roof" or, in context, "on completion of the roof".

I totally agree that this has nothing to do with water here.
Work on a roof officially ends with a 'topping out day' when the owners and agents come to inspect the finished job. This roof belongs to the building which can be seen on the left hand side of the painting entitled 'The Pleasure Gardens' it is another which could be seen from the artists windows. Having observed the re-roofing process over many weeks the artist was engaged by the bizarre sight of many people congregated on the roof top in the translucent early light of a lovely spring morning. This was the basis of the work which she entitled 'Topping Out Day'.
Centex Construction Company hosted a topping out party at the site of the new library and microcomputer center Friday (April 11). Festivities included barbecue and a special appearance of Reveille. Library representatives donned their hard hats and joined more than 240 construction workers, managers and facilities planning staff members for lunch in the microcomputer center. Each guest received a tshirt with artwork depicting the library construction. Topping out ceremonies originated in northern Europe and traditionally consist of the placing of a tree on the roof of the construction site once the exterior of the building is near completion. A tree and an American flag have been placed on the roof above the entrance to the micromputer center on the south side of the construction site. The topping out ceremony is an expression of good wishes for the completion of the structure and for the well being of its occupants, according to Chris Davis, vice president and contract manager for Centex Construction.
