El doble negativo suena peor en inglés que en español, aunque en éste caso hasta en español resulta bastante confuso. ¿Tal vez pudieras tomarte la libertad de quitarle los negativos y cambiarlo a positivo?

"Surveillance" may be clearer than "care" in this context.
